On November 18th, 2009 member of parliament Cheri DiNovo (NDP MPP for Parkdale-High Park) put forth a Private Members Bill to repeal the Breed Specific portion of the Dog Owner's Liability Act (DOLA) at Queen's Park. After prorogation in March, 2010, this Private Member's Bill and every other is now dead on the floor. Cheri is planning on introducing another Bill that will repeal the breed specific portion of the Dog Owner's Liability Act (DOLA) I would like to encourage you to support Cheri DiNovo and this Private Members' Bill to repeal the act.
The Dog Owner's Liability Act (DOLA) already contains legislation to deal with owners and their dog once the dogs' actions have proven it to be dangerous. The Breed Specific portion of the DOLA only serves to legalize discrimination based upon looks instead of punishing irresponsible dog owners. Many countries such as Chile, Switzerland, Sweden and the Netherlands have repealed BSL due to its failure to ensure public safety and instead are looking into behaviour-based rather than breed-based legislation. Calgary's model would be ideal. In a city of almost 1 million people, last year only 158 dog bites were reported, most of which were of the "no puncture" variety and with a dog licensing rate if 93%, their animal control is not funded by the taxpayers but by dog owners themselves. They did all of this, not with breed specific legislation, but with education and promotion of responsible dog ownership by implementing tougher laws against irresponsible owners and rewarding responsible ones. If everyone's concern is really about public safety, surely it makes sense to introduce legislation that actually does just that; ensures public safety.
Please take a stance to repeal the poor judgment of the Liberal government in enacting Breed Specific Legislation, despite testimony of 44 experts, including the Canadian Medical Veterinary and Ontario Medical Veterinary Associations, against doing so.
